Executive Order Category Rationale
Justification
This executive order primarily addresses border security threats at the northern U.S.-Canada border, with specific focus on the flow of illicit drugs (particularly fentanyl), human trafficking, and "unvetted illegal migration" across that border. The order explicitly expands the national emergency declared in Proclamation 10886 regarding border security to cover the northern border, stating "A Nation without borders is not a nation at all" and emphasizing threats from "gang members, smugglers, human traffickers, and illicit drugs" crossing borders. While the implementation mechanism uses tariffs, the fundamental purpose is to compel Canadian cooperation on border enforcement, drug interdiction, and migration control, as evidenced by Section 3(a) which conditions tariff removal on Canada taking "adequate steps to alleviate this public health crisis through cooperative enforcement actions" and addressing "the illegal migration and illicit drug crises."
