Executive Order Category Rationale
Justification
This executive order's primary purpose is to comprehensively reform the Federal Acquisition Regulation (FAR), which governs how the federal government procures goods and services worth nearly $1 trillion annually. The order explicitly states its goal is to "create the most agile, effective, and efficient procurement system possible" by reducing the FAR from over 2,000 pages and removing "unnecessary regulations" and "undue barriers." The order directs the Administrator of the Office of Federal Public Procurement Policy to amend the FAR within 180 days to contain only provisions "required by statute or essential to sound procurement," implements a regulatory sunset provision for non-statutory FAR provisions, and requires agencies to align their supplemental procurement regulations with these reform objectives. This is fundamentally an internal government operations reform focused on streamlining how federal agencies conduct business and spend taxpayer funds.
