Executive Order Category Rationale
Justification
This executive order establishes the "America by Design" initiative to comprehensively reform how the federal government presents and delivers services to the American public through improved design of digital and physical interfaces. The order creates a National Design Studio within the Executive Office of the President and establishes a Chief Design Officer position specifically to "improve experiences for Americans" by updating "the Government's design language to be both usable and beautiful." The primary purpose is reforming government operations and service delivery systems, with the stated goal to "reduce duplicative design costs" and "dramatically improve the quality of experiences offered to the American public." The order directs all agency heads to consult with the Chief Design Officer to implement design improvements and ensure government-wide compliance with the 21st Century Integrated Digital Experience Act.
