Executive Order 14175 initiates the process to designate Ansar Allah (also known as the Houthis) as a Foreign Terrorist Organization under section 219 of the Immigration and Nationality Act. The order characterizes Ansar Allah as a significant threat to U.S. security interests, citing numerous attacks on U.S. Navy warships since 2023 and claiming the group is supported by Iran's Islamic Revolutionary Guard Corps Quds Force. According to the order, since forcibly seizing Yemeni population centers in 2014-2015, the Houthis have conducted attacks on civilian infrastructure in Saudi Arabia and the United Arab Emirates, fired over 300 projectiles at Israel since October 2023, and attacked commercial vessels in the Red Sea region more than 100 times, resulting in civilian casualties and disruptions to global maritime trade.

The executive order establishes a structured implementation timeline, directing the Secretary of State to submit a report within 30 days regarding the designation of Ansar Allah as a foreign terrorist organization, following consultation with the Director of National Intelligence and the Secretary of the Treasury. Within 15 days after this report submission, the Secretary of State must take all appropriate action regarding the designation consistent with statutory requirements. The order also mandates a joint review by the Secretary of State and the USAID Administrator of all United Nations partners, NGOs, and contractors working with USAID in Yemen to identify entities that have either made payments to Ansar Allah members or government entities they control, or that have criticized international counter-Houthi efforts while inadequately documenting Houthi abuses.

Implementation responsibilities are specifically assigned to key officials, with the USAID Administrator directed to terminate projects, grants, or contracts with entities identified in the joint review as appropriate. The order declares a formal U.S. policy to cooperate with regional partners to eliminate Ansar Allah's capabilities, deprive it of resources, and end its attacks on U.S. personnel, civilians, regional partners, and maritime shipping in the Red Sea. As with most executive orders, it includes standard provisions clarifying that it does not impair existing legal authorities, must be implemented consistent with applicable law and available appropriations, and does not create any enforceable rights against the United States. The downstream effects, if fully implemented, would potentially isolate Ansar Allah financially and diplomatically while enabling more aggressive counterterrorism measures against the group.
