This Executive Order establishes a sweeping initiative to restructure the federal workforce with the stated purpose of "restoring accountability to the American public" through a "critical transformation of the Federal bureaucracy." The order characterizes the current federal workforce as suffering from "waste, bloat, and insularity" and positions these reforms as empowering American families, workers, taxpayers, and the government system itself. It represents a significant shift toward reducing the size of the federal government through attrition and targeted reductions in force (RIFs).

Specifically, the order mandates a hiring ratio of one new employee for every four departing employees across most federal agencies, with exceptions for public safety, immigration enforcement, and law enforcement functions. Agency Heads must develop data-driven hiring plans in consultation with Department of Government Efficiency (DOGE) Team Leads, who will have significant input on which vacancies should be filled. The order further directs agencies to prepare for "large-scale reductions in force," prioritizing offices performing functions not mandated by statute, including all diversity, equity, and inclusion initiatives and functions not typically designated as essential during government shutdowns. Additionally, within 30 days, the Office of Personnel Management must initiate rulemaking to expand suitability criteria for federal employment, adding factors such as tax compliance and proper handling of government resources.

Implementation responsibilities are distributed across multiple officials and agencies. Agency Heads must submit reports within 30 days identifying statutorily required entities and recommending potential eliminations or consolidations. The USDS Administrator is tasked with receiving monthly hiring reports from DOGE Team Leads and must submit a comprehensive implementation report with recommendations for continuation, modification, or termination of the order's provisions within 240 days. Agency Heads may exempt positions deemed necessary for national security, homeland security, or public safety, while the Director of OPM may grant additional exemptions when necessary. The order explicitly excludes military personnel from its provisions and affirms that implementation must remain consistent with applicable law and available appropriations.
